Eastern Henrico Resident Kahli Percy Andrews, 26, Killed in Midafternoon Street Shooting, Suspect in Custody

A 27-year-old Henrico County man is facing second-degree murder charges following the fatal shooting of a 26-year-old man in the Highland Springs area of eastern Henrico on Wednesday afternoon, May 27, 2026.

Henrico Police officers responded to the 0 block of North Fern Avenue shortly after 3 p.m. after receiving reports of a shooting in the area.

Upon arrival, officers discovered the victim, identified as Kahli Percy Andrews, 26, lying unresponsive in the roadway with apparent gunshot wounds. Emergency responders transported Andrews to a local hospital, where he was later pronounced dead as a result of his injuries.

The incident prompted an immediate response from members of the Henrico Police Criminal Investigations Section, who arrived at the scene to document and begin investigating the circumstances surrounding the shooting.

Suspect Identified and Arrested Without Incident

Investigators moved quickly following the shooting. After conducting a brief but focused investigation at the scene, detectives developed Deondre Demetrius Thomas, 27, of Henrico, as a suspect in the killing.

Thomas was taken into custody directly at the scene without any further incident, according to police.

Thomas now faces two serious criminal charges. The first is second-degree murder in connection with the death of Andrews.

The second charge is use of a firearm in the commission of a felony, an additional charge that carries its own penalties under Virginia law and is routinely added in cases where a gun is used during the course of a violent crime.

Second-degree murder in Virginia refers to an unlawful killing that is intentional but is not considered premeditated or planned in advance.

It is distinguished from first-degree murder, which typically involves deliberate premeditation, and from manslaughter, which involves killings under circumstances that reduce the level of criminal intent. If convicted, Thomas could face significant prison time under Virginia sentencing guidelines.

While a suspect is already in custody, Henrico Police have emphasized that the investigation remains active and ongoing.

The shooting took place in the Highland Springs community, a densely populated residential area in eastern Henrico County just east of the city of Richmond.

The 0 block of North Fern Avenue sits within a neighborhood made up largely of single-family homes and small businesses, and the midafternoon timing of the incident means the surrounding area was likely active with residents and passersby at the time of the shooting.

This latest incident adds to a string of violent episodes that have kept Henrico law enforcement busy in recent days.

Separate investigations are also underway following a double shooting at a county apartment complex that left two men with life-threatening injuries, as well as a fatal hit-and-run on West Broad Street that claimed the life of a 16-year-old high school student.

No further details about the relationship between Thomas and Andrews, or about what may have led to the shooting, have been released by authorities at this time.
