Ukrainian Refugee Fatally Stabbed on Charlotte Light Rail Sparks Crime Debate

A brutal stabbing on a Charlotte light rail train has shocked the city and reignited national debate over violent crime in U.S. cities. The victim, 23-year-old Ukrainian refugee Iryna Zarutska, was killed on August 22 in what police described as an unprovoked attack. The suspect, 34-year-old Decarlos Brown, has been charged with first-degree murder.

Video of the killing, released last week, captured the attack and spread quickly online, drawing reactions from political leaders, including President Donald Trump, and intensifying scrutiny of local safety measures.

How the Attack Happened

According to Charlotte-Mecklenburg police, Zarutska boarded the train shortly before 10 p.m. and sat across from Brown. Surveillance footage shows her wearing earbuds, looking at her phone, and wearing a T-shirt from her workplace, Zepeddie’s Pizzeria.

Four minutes later, Brown pulled a knife from his pocket, unfolded it, and lunged at Zarutska. He grabbed the seat bar with one hand and stabbed her with the other. Zarutska shielded herself, curling up before collapsing to the floor within seconds.

Authorities said there was no interaction between the two before the stabbing. A bystander called 911, reporting that a woman had been stabbed in the throat. Zarutska died at the scene.

The Victim: Iryna Zarutska

Zarutska fled Ukraine in 2022 with her family to escape Russia’s invasion. Her obituary describes her as a gifted artist who had graduated from Synergy College in Kyiv with a degree in Art and Restoration. She dreamed of becoming a veterinary assistant while working at a Charlotte pizzeria.

“She had a heart of gold,” said a family friend, recalling how she helped neighbors care for pets and brought joy to those around her. At Rowan-Cabarrus Community College, where she studied until this year, officials expressed heartbreak at her death.

Coworkers at Zepeddie’s Pizzeria remembered her as “an incredible employee, but more importantly, a true friend.” Despite enduring war in her home country, she found a new start in Charlotte, only to have her life cut short.

The Suspect: Decarlos Brown

Brown has a lengthy criminal record, including convictions for armed robbery, larceny, and breaking and entering. He served more than five years in prison before being released in 2020. Family members told CNN he had been diagnosed with schizophrenia and struggled with paranoia and hallucinations.

His sister Tracey Brown recalled how he believed the government had implanted a chip in him and sometimes acted aggressively. Their mother, Michelle Dewitt, said she had repeatedly sought long-term care for her son but was blocked by legal and medical barriers.

In January, Brown was arrested for misusing 911 calls after claiming “man-made material” was controlling his actions. He was released on a written promise to appear in court, a decision now under heavy criticism.

Political and Public Reaction

The attack quickly became a flashpoint in national debates about public safety. President Trump condemned the killing, calling Brown a “madman” and vowing to escalate efforts to fight violent crime in major cities. “When you have horrible killings, you have to take horrible actions,” he said.

Charlotte Mayor Vi Lyles expressed condolences to Zarutska’s family but faced backlash for her initial statements, which focused on systemic failures around homelessness and mental health. She later pledged increased police presence on public transit.

U.S. Transportation Secretary Sean Duffy suggested federal funding for Charlotte’s transit system could be cut, citing the city’s handling of public safety. White House officials, including Stephen Miller, criticized national media coverage of the attack, saying it was being downplayed.

Crime Context in Charlotte

Despite the outrage, police data shows violent crime in Charlotte dropped by 25% in the first half of 2025 compared to the same period last year. Overall crime decreased 8%, though transit safety remains a growing concern.

The stabbing took place in South End, a neighborhood revitalized by the light rail system with apartments, shops, and restaurants. Officials have now pledged to review security protocols to ensure passenger safety.

Remembering Iryna Zarutska

Friends and family say Zarutska embodied resilience. She survived the daily bombing of her home city in Ukraine, only to lose her life in what police call a senseless, random act of violence.

“She was always helpful, always supportive, a sweetheart,” said her friend Lonnie. “It makes me sick to think she’s gone.”

Zarutska is survived by her parents, siblings, and her life partner. Tributes online and across Charlotte describe her as someone who radiated kindness and left an indelible mark on those she met.

Her death has sparked not only grief but also a reckoning with how U.S. cities handle mental health, homelessness, and violent crime—a debate now playing out far beyond Charlotte.
